Ash stares at his first gym badge he won from Rustboro City. Now that he has his first badge, he wonders where the next gym is at. Max checks his Pokénav and finds out that the next gym is on Dewford Island. Ash is ready to go to Dewford Island. Brock and May are checking out their guide books of Rustboro City. They think they should all look around the city before going to Dewford Island. Ash gets angry at this because he wants to leave immediately. However when he hears that the ferry won't come for another two hours, he agrees to look around. Max takes a sip from his drink. However, the cap loosens, and some of the liquid spills on his Pokénav. The Pokénav is busted, and with a nervous look, Max leaves the Pokémon Center.
Max walks around the city thinking about how he should tell May that he broke the Pokénav. He sees a group of people crowding around a man. The man is an inventor, and the kids are watching his inventions. One of the man's inventions is a can opener, but it doesn't work too well, and the group leaves. The man calls over to Max. Max tells him that he broke his Pokénav and that his sister will be mad if she finds out. The man tells Max that he can go over to the Devon Corperation and get it fixed there. A car pulls up and a man comes out of it. The inventor tells Max that the Devon Corperation is the biggest building in the city, then he leaves. The man that came out of the car starts to chase the inventor, however the inventor gets away. Max notices that there is something weird going on.
Ash is on the phone with Professor Oak. He tells Professor Oak that he got a badge from Roxanne and that Pikachu learned how to use Iron Tail. Professor Oak, impressed with Ash's work, congratulates him and Pikachu. Then he leaves. Brock walks over to Ash to tell him that he is done with his shopping. May is on a bench looking quite ill. Brock tells Ash that she is over excited over the shopping. When May hears that Max isn't back yet, she decides to do some more shopping.
Max faces the Devon Corporation, the largest building in the city. He starts to walk up the stairs. Team Rocket also sees the Devon Corporation. They want to steal everything in the building so that they can become rich. Max talks to the lady at the front counter. The lady tells Max that they can't fix the Pokénav. Max sighs and walks away. He sees Officer Jenny walk up to the counter, and Max hides behind a pole. The inventor and his assistant walks up to Officer Jenny. Officer Jenny tells them that she has suspected a criminal in the building. She also informs them that boosting up their security system would be helpful. The inventor looks around and pops out where Max is at. He puts his hand over Max's mouth so that he can't scream and asks Max to follow him.
The inventor and Max are walking down in a hallway. The inventor examines Max's Pokénav and sees that he spilt his drink in it. Him and Max walk in a room. The inventor still seems to be hiding from his assistant, Kennedy. The inventor gives the Pokénav to another man and asks him to fix it. Apparently, the inventor is the president of the Devon Corporation which surprises Max. Max wonders why a president would get into trouble with an assistant, but that's just the way things are around here.
The continue to walk down the hallway. The president explains to Max that he likes to walk around the city for ideas for new inventions. He says that kids inspire him which is why he likes to be with them a lot. The president asks Max if his sister is really bad. Max tells the president that his sister isn't bad, but she thinks that he can't be on his own because he is still a little kid. Max wants to prove to his sister that he isn't a little kid anymore.
The president and Max look down at a room where the new products are tested. The president offers Max a tour. The president introduces some machines that the company has been working on, however none of them are completely finished. The president shows Max a machine that he really likes. It is a machine that produces Pokémon. He explains to Max how it works. With it, you can bring Pokémon back to life as long as there is a fossil. Max is amazed by this. They walk out of the room. Max asks the president if he can bring Ash, Brock, and May over to the building. The president is okay by this. Kennedy runs to the president. He tells the president that he should be back in his office. The president introduces Max to Kennedy. Then the president tells Kennedy to run back to the Pokémon Center to get Ash, Brock, and May.
Team Rocket creeps up closer to the building. They see security guards by the front doors. Jessie takes out lab coats for disguises, and they change into their new costumes. The president continues to show Max around. A suspicious man walks in and takes two of the capsules from their new machine and walks out. The president suspects something is wrong. He tells Max that they are going to follow the man because he hasn't seen the suspicious man before.
Kennedy brings Ash, Brock, and May into the building. He mentions to them that the president has taken a liking towards Max, and he shows them the way. Team Rocket is now in the building. Officer Jenny demands to see their ID cards. Team Rocket now gets nervous since they don't have any cards.
May asks Kennedy why the president would be interested in Max. Kennedy tells them that Max could've reminded the president of his own childhood. Then Kennedy tells them about Steven, the president's son, who is a very skillful Pokémon trainer. Ash hopes to battle Steven one day. They walk into room. Kennedy suspects a problem. The employees tell Kennedy that two of their capsules are missing.

The president and Max are outside on the stairs. They are still sneaking behind the suspicious character. Max trips and falls. The suspicious person hears Max, and he begins to run. The president tells Max that because he fell, the person confessed that he isn't suppose to be here. Kennedy gets a call from the president. The president gives Kennedy some instructions to follow. Kennedy tells Ash and co. what has happened. They decide to corner the suspect and chase him down.
Meanwhile, Team Rocket is having a bit of trouble with Officer Jenny. Because they don't have ID cards, Officer Jenny thinks they are thieves. Jessie and James make up an excuse that Meowth ate their cards. Suddenly, there is a security announcement that a suspicious character wearing a labcoat and sunglasses is lurking around. Team Rocket matches this description, and they run with Officer Jenny chasing them.
The president and Max continue to chase the person. They are headed towards the rooftop of the building. Ash and co. corners the person so that he can't escape. May is happy to see Max. Max tells the president that May is her sister. The president tells the person to give back the capsules. The man disagrees and sends out a Crawdaunt. Pikachu uses Quick Attack, but the attack doesn't do much damage on Crawdaunt. Crawdaunt strikes back with Crabhammer. This attack is a critical hit. Then Team Rocket runs up on the rooftop. They see Ash and co. and say their motto. Officer Jenny comes up on the rooftop too. The man tells Crawdaunt to use Bubblebeam. Crawdaunt's attack leaves the group weakened. Then the man gets a rocket jet and flies away on it. Team Rocket notices that he must be the thief. They jump from the rooftop and onto the man. Meowth finds two capsules in the man's pocket. The rocket jet begins to lose its power. Meowth accidently drops the two capsules. Max runs fast to catch them. Then Pikachu uses Thunderbolt to blast Team Rocket off.
Max shows the two capsules to the president. The president is pleased that Max saved them. Ash wonders who the man was. Officer Jenny tells them that the man must've been from Team Aqua since he had a Crawdaunt. At night, the police search the whole city for the man. They find his coat and rocket jet, but the man must have escaped...
The president has invited Ash and co. over for dinner. The president tells them that his son, Steven, is on Dewford Island right now. May asks Max for her Pokénav back. Steven taps Max's leg with the Pokénav. Max takes the Pokénav and finds out that it is working again. He thanks the president for fixing the Pokénav.
