The Johto League Silver Conference has begun. In a battle against Macy in the preliminaries, Ash was almost defeated when all he had left was Squirtle against an Electabuzz and a Quilava. But Squirtle came back and won it for Ash, giving him three points. Now, Macy and Jackson, the other person in the H Division, are battling it out. Jackson wears a cape to the battle and waves to the camera, shouting hi to his friends Dani and Yoshi. Ash wonders if he really has to battle him in the next round.

A little later in the battle, Jackson has lost his Golduck and Quagsire and Macy is down Magcargo and Starmie. She has out Quilava against Jackson’s Poliwhirl. Macy orders a Flamethrower and Jackson is about to order an attack, but he trips on his cape and Poliwhirl takes a hit, knocking it out. Macy wins the battle and earns three points. In the stands, Brock tells Ash that he has to at least get a tie in the next battle to move on to the Victory Tournament. Misty asks what happens if Ash loses and there is a three-way tie. Brock tells her that they would have another Round Robin.

Later, Bulbasaur and Squirtle play outside the Pokémon Center as Ash, Misty, and Brock head inside. Ash thinks he hears Professor Elm’s voice and looks over at the videophones to see Jackson talking to him. He runs up and says hi. Elm tells Jackson that Ash is a friend of his. Jackson says that he got a Chikorita from Professor Elm and that it has since evolved into a Meganium. Elm wonders why he didn’t use it in his battle, and Jackson says that he was saving it for the later rounds. Elm asks how Jackson’s family is doing; he says that he hasn’t talked to them for a while.

Outside, Bulbasaur and Squirtle notice an apple on a tree and Bulbasaur reaches for it with its Vine Whip. As Bulbasaur gets it, another Vine Whip wraps around it and pulls. Bulbasaur and Squirtle look over to see a Meganium and an Azumarill. Both Grass Pokémon pull on the apple and it snaps in half. Bulbasaur gives one half to Squirtle and Meganium gives the other half to Azumarill. Azumarill throws its half at Squirtle just as it’s about to eat it. Squirtle gets mad and puts on its Squirtle Squad sunglasses as Meganium and Azumarill laugh. Squirtle confronts the two Pokémon but Bulbasaur tries to push it away. Meganium grabs Bulbasaur’s leg with its Vine Whip and knocks it down, making it angry and both Bulbasaur and Squirtle get ready to fight with Meganium and Azumarill.

Inside the Pokémon Center, Professor Elm tells Ash that he heard from Ranger Mason that Tyranitar and Larvitar are living happily together once again. Cries of “Fight! Fight! Fight!” come from outside as the two teams of Pokémon battle it out. The crowd watches as Ash and Jackson come outside and tell their Pokémon to stop. Harrison arrives and sends out a Miltank and orders Heal Bell. The four Pokémon become happy and Ash thanks Harrison. Officer Jenny arrives on her motorcycle and says that she got a report of Pokémon fighting. Harrison tells her that there isn’t any fighting but there were some Pokémon practicing. Gary arrives on the scene and says that there were only sparring matches to get ready for their battle. Jenny tells everyone to be careful because fighting can lose you points or even get you disqualified. She leaves and Ash thanks Harrison. Gary insults Ash and walks off. Jackson asks if he knows Gary, and Ash responds that they grew up together. Harrison says that “you must be rivals” and Ash agrees with him.

Meanwhile, Team Rocket is still in the Badge selling industry. James sits between Meowth and Jessie deep in thought. Meowth asks how it’s coming and James responds that it’s almost done. Jessie objects that he hasn’t made a single paint stroke and then James draws a zig zag line, Meowth saying that it looks like it’s based on “Raikou’s Lightning!”

That night, Brock looks up Jackson on the computer for Ash. He notes that Meganium is his strongest Pokémon; Ash decides to enter Cyndaquil. Brock tells Ash that he also has Azumarill to counter fire, so Ash enters Pikachu. Brock tells him that he just needs the last Pokémon and he’s all set.

The battle begins the next day and Jackson is selected to go first. He waves to the camera for his mother and then sends out Azumarill. Ash sends out Pikachu and the round begins. Jackson orders a Water Gun; Ash commands a Quick Attack. Azumarill dodges the attack and Pikachu fires a Thunderbolt. Azumarill counters with Bubblebeam and it blocks the attack. Azumarill uses Icy Wind to immobilize Pikachu momentarily and then uses Iron Tail to attack. Pikachu grabs onto it and uses Thunder, knocking Azumarill out. Jackson sends in his Magneton next and soon after appearing, everyone notices that it is a Shiny Pokémon.

Pikachu starts things off with a Thunderbolt; Magneton counters with a Thunderbolt of its own. Pikachu tries Quick Attack but Magneton dodges and uses Thunder Wave. Immobilized, Pikachu can do nothing but wait. Magneton fires a Tri Attack and Pikachu faints. Ash sends out Cyndaquil, Brock commenting on the Steel Type characteristics of Magneton. Magneton uses Thunderbolt; Cyndaquil dodges and uses Flamethrower. Magneton dodges and uses Thunder Wave. Cyndaquil counters with Smokescreen, followed by Swift and Flamethrower. Magneton uses Double Team and Ash has Cyndaquil find the real one. It doesn’t find the real Magneton in time and gets knocked out by another Thunder Wave/Tri Attack combination.

As Ash’s final Pokémon, Ash sends out Bulbasaur. Magneton begins with a Thunderbolt which Bulbasaur dodges before firing a Razor Leaf. Magneton uses Double Team once again to evade the attack. Bulbasaur uses a Vine Whip to find the real Magneton and then Magneton uses Thunder Wave. Bulbasaur uses Razor Leaf to counter it and stops the attack. Magneton uses Tri Attack but Bulbasaur uses Vine Whip to jump to dodge. Bulbasaur then fires off a Leech Seed and Magneton gets drained of its energy. Bulbasaur wraps its vines around Magneton and spins it, knocking it out.

Bulbasaur begins the final battle with Razor Leaf; Meganium counters with its own Razor Leaf. Brock notices that Meganium’s has a little more power. Bulbasaur tries Vine Whip, to get it countered by Meganium’s Vine Whip. Meganium throws Bulbasaur and then moves in for a Body Slam. Bulbasaur dodges it but Meganium keeps on using Body Slam. Over and over, Bulbasaur dodges. Bulbasaur launches a Razor Leaf; Meganium uses Vine Whip which Bulbasaur dodges with a Vine Whip Jump. Meganium uses Razor Leaf and then moves in for another Body Slam. Bulbasaur flips Meganium over it with a Vine Whip Throw and the battle continues.

Meganium fires a Razor Leaf attack and Bulbasaur uses Vine Whip and holds Meganium, followed by a Razor Leaf attack. Both Pokémon have taken serious damage and fall to the ground. They get back up and keep on fighting. Bulbasaur uses Vine Whip and smacks Meganium. Meganium in turn uses Vine Whip and hits Bulbasaur. The two Grass Pokémon exchange Vine Whips and the announcer notes that neither one of them is taking the time to dodge the attacks. Brock tells Misty that they are battling for their pride as Grass Pokémon. Bulbasaur and Meganium both launch a Vine Whip at the same time, and both hit their opponent. They fall down but both get back up. Ash and Jackson then command a Solarbeam attack. Bulbasaur and Meganium start taking in sunlight to charge the attacks and then fire at the same time. The attacks collide and create an explosion. When the smoke clears, both Pokémon are still standing. Seconds later, they both topple over and are declared unable to battle.

Ash and Jackson are both awarded 1 point for drawing and Ash, with four points, is the winner of the H Division. Ash and Jackson shake hands in the middle of the battlefield and Bulbasaur and Meganium shake vines. In the crowd, Macy yells to Ash that she will be rooting for him in the Victory Tournament. Ash does his victory pose as he has finally made it. Meanwhile, Team Rocket continues to sell Badges.

Later that night, the pairings for the first round of the Victory Tournament are revealed. Ash, Misty, and Brock notice that Harrison made it through and Misty said that that’s no surprise. They then notice that Ash will be battling Gary in the next round. Gary arrives and argue about who’s going to win the battle. Will it be Ash? Or will Gary defeat him yet again?
