Ash and his friends have finally made it to the Safari Zone and they plan on catching some Pokémon. Ash starts singing and Brock finds it annoying. The Warden tells them to be quiet and points a gun at them. He then lets them go and introduces himself to them.
Inside the building, the Warden gets Ash 30 Safari Balls and a fishing rod. Ash starts to take them but the Warden points a gun at him again and explains the rules. Misty finds a picture of a Dratini on the wall. The Warden takes the picture from her and says that there aren't any Dratini. He then storms into his office. So they decide to ask Prof. Oak about this.
Prof. Oak explains to them what happened 30 years ago. What happened was that a lot of people were in the Safari Zone and caught a lot of rare Pokémon. So now the Warden protects the Safari Zone and the Dratini. Prof. Oak then tells Ash to catch more Pokémon and he then hangs up.
Team Rocket are listening in on their conversation. They of course want to catch the Dratini too. Jessie, however, wants to capture all of the Pokémon in the Safari Zone.
The entry gates open and the Warden lets Ash and his friends in. The Warden tells them to come back when all of his Safari Balls are gone.
Team Rocket appears and they say their motto. Halfway through their motto, the Warden gets mad at them and takes out 2 pistols and starts shooting at them. Team Rocket jumps off the roof and James uses his parachute. However, they fall on the ground hard. They get up and they make a deal with Ash to see who can catch the most Pokémon. If Ash wins, Team Rocket will leave them alone forever. If Ash loses, Team Rocket gets all of his Pokémon. Ash agrees to this challenge even if it means risking Pikachu.
A herd of Tauros starts to come and Ash and Brock throw a Safari Ball the the tauros. They both become captured. They then meet a Rhyhorn. Ash throws a Safari Ball at it but instead captures Tauros again. Team Rocket is spying on them and they also have the Warden captured. Jessie asks the Warden where Dratini is. They try to force him to tell with guns. So they have a good conversation.

At the end the Warden ends up telling Team Rocket where Dratini is because of their tickling machine.
Ash, Misty, and Brock decide to go fishing in a lake. Misty pulls out a case of Pokémon lure and she uses the one that looks like her. She starts to fish and a Gyarados gets hooked on the line. The line breaks and Gyarados falls back in the water. The Warden comes out with the tickling machine still on him. Pikachu uses a Thunderbolt which destroys the machine. They then head to the Dragon Valley because that's where Dratini is.
Team Rocket is already at the Dragon Valley looking for Dratini. James and Meowth are searching underwater while talking to Jessie at the same time through radios. Jessie finds the Dratini and she accidently steps on the air hose. James and Meowth gasp for air and they scare Dratini away. Jessie gets mad and screams at James and Meowth. However Meowth has a plan. His plan is to throw a bomb into the water and to capture all the Pokémon that way.
Ash and co. comes and Ash says that they have lied about their deal. Jessie asks if Ash caught any Pokémon and Ash replies that he has used up all his Safari Balls. Jessie then throws the bomb in the lake and the Warden goes after it. Ash goes after it as well. Misty calls out her Staryu to help Ash and the Warden. Staryu brings the Warden back up and Ash dives down to get the bomb. Ash gets the bomb and goes back up to surface. The Warden makes it up safely with Staryu. The Warden explains to them that Ash went down by himself. Then Ash runs out of air and sinks down to the ocean floor. A shadow of a Dragonair is then seen.
Back with Misty, Brock, and everyone else, it has started to rain. The water to the lake has gotten rougher and everyone starts to worry about Ash. A bright stream of light appears from the water and a Dragonair along with Ash comes out. The Warden notices the Pokémon to be a Dragonair and Dexter says a few words about it. Ash throws the bomb at Team Rocket. The bomb explodes and they blast off once again.
The Dragonair and the Warden approach each other and the Warden realizes that it's the same Dratini he helped before. They both hug each other and they cry out for joy. A baby Dratini approaches them and the Warden realizes that the Dratini is Dragonair's child.
Later, Ash gives Prof. Oak a call. He tells him the adventure that they had. Ash then sends his Pokémon over to the Professor. The herd of Tauros appears and they stampede over him.
