Having arrived in the Hoenn Region, Misty found herself under attack by Colonel Hansen of the Mirage Kingdom and Team Rocket in an evil plot to steal her Togepi so that Hansen could claim the throne of the Mirage Kingdom. Togepi ended up in the hands of Princess Sarah who cared for it in its weak state. Misty later reclaimed Togepi and the gang was told the story of the Mirage Kingdom and how Togepi are necessary for taking the throne. Colonel Hansen attacked again and the result was an explosion.

As the smoke clears, Hansen orders a Solarbeam from Shedinja and Hyper Beam from the Ninjask. All three attacks head for Ash and the others as Togepi starts to glow. A ball of light surrounds Togepi as it floats in front of the gang. The circle blocks the attacks, a Safeguard. The light circle expands and reaches towards the Mirage Palace in the sky. At the point of the gate in the mirage, a blue barrier appears and the light from Togepi strikes it. When the light fades, Hansen and Team Rocket discover that their foes are gone.

Sarah asks where they are and learns that they are in the Togepi Paradise. Many trees in the paradise are wilted; Miranda explains that all Togepi are born in the paradise before they leave. Togepi flies off into the wilted areas and leads the others to a group of hurt Togepi. May takes out her Pokédex and scans them and learns that when an impure heart is near, Togepi lose their energy. Hansen's face appears above the green trees and they become wilted.

Outside the Togepi Paradise, Hansen has Shedinja and Ninjask attack the barrier on the ground to try and get in. He tells them to focus their attacks on one point to break the fabrics of the barrier. A bright blue light surrounds the area. From inside the Paradise, everyone can see Hansen and Team Rocket trying to get in. Togepi floats towards the gate as more trees become wilted. The Spike Ball Pokémon floats through the barrier and Hansen calls off his Pokémon as Togepi appears. He tells Ninjask to capture Togepi; the Pokémon uses Shadow Ball and Togepi falls to the ground. Ash and the others watch in horror as Hansen takes Togepi and leaves with Team Rocket.

Misty and Ash attempt to break through the barrier themselves but fail. The injured Togepi open the door and everyone is let out. Meanwhile, Hansen takes Togepi to the King and Queen and tells them to yield the throne to him. He orders the guards to take them away, and they do. Outside in the kingdom streets, the gang tries to think of a strategy against Shedinja and Ninjask. Since they are Bug Pokémon, May thinks to bring out Torchic. In the middle of the town square, Jessie appears on the high television screen. She announces that the new King of the Mirage Kingdom is the regent, Colonel Hansen.

Ash tells Sarah that they will find her parents and set things right; Misty chimes in that they'll come through for her and Brock starts to flirt again but gets pulled away by Misty as May and Max watch interestedly. Back inside the Palace, Team Rocket asks Hansen what new positions they'll get now that he's King. He tells them that he has no uses for them and has Shedinja and Ninjask send them away with Solarbeam and Hyper Beam. They go blasting off again as Ash and May get reports from Taillow and Beautifly. They tell their trainers that there is no sign of the King and Queen. Miranda thinks that they?ve been locked up in the tower. Brock suggests breaking in, so Ash, Misty, and May get the task of getting Togepi.

Inside the palace, Hansen places Togepi on a pedestal and he is crowned the King of the Mirage Kingdom. In town, Team Rocket struggles along with walking sticks. They spot Max, Brock, Miranda, and Mudkip running along the street and hide behind a tree. They dress up in gypsy outfits and place a table with a crystal ball in the path ahead of the group. Jessie tells them that they should look in the chambers under the palace and they'll find what they want. They then disappear.

Outside the palace, Hansen takes Togepi to the gate; Taillow arrives and is attacked by Shedinja and Ninjask as Hansen commands Togepi to use Metronome. Taillow flies off and reports to Ash who shows up moments later with Misty, Sarah, and May by his side.

Misty tells Hansen to give back Togepi as Ninjask attacks. May releases Torchic and orders an Ember attack on Ninjask. Ninjask uses Shadow Ball on Torchic and May recalls it. Pikachu uses a Thunderbolt on the Ninjask and an explosion knocks them out.

Hansen orders a Solarbeam from Shedinja but a force blocks it from hitting. Several Togepi come out of the Togepi Paradise gate in the sky, having used Safeguard before to block Solarbeam. From the sky, the Togepi heal Misty's Togepi and it floats away from Hansen. In the air, it starts to glow and evolves into a Togetic. Togetic flies down to Misty and then glares at Hansen. Sarah tells Hansen that he misjudged the power of kindness. Togetic and the Togepi join forces and a brilliant white light surrounds them. It grows until it is the size of the Mirage Kingdom itself and then fades.

Misty pulls out a Pokéball and throws it, releasing her Gyarados. Ash is shocked that she can use a Gyarados as Misty orders a Flamethrower. Shedinja faints immediately. Gyarados roars at Hansen as half of Hansen's mustache falls off. The King arrives and has the guards arrest Hansen at once. From a ways off, Team Rocket watches as Hansen is taken away by the palace guards. They comment that it serves him right and that he?ll be serving time in the dungeon.

As the sun sets on the Mirage Kingdom, the Togepi are happy once more as they head back to their paradise. Togetic heads back down to Misty and tells her that it wants to stay and guard the Togepi Paradise. Misty agrees to let it; she hugs her Pokémon as tears roll down her face. As Togetic leaves, Misty watches and the gate to the Togepi Paradise closes, the mirage fading. Sarah says that she's disappointed about not getting the throne but a Togepi appears and she asks it if it's hers. It agrees and she hugs it, happy to have a Togepi.

The next day, Misty heads back to Cerulean City on the blimp. Brock tells her to give her sisters his best for him. She wishes May luck in her Contests and tells Ash to win the Hoenn League. As the blimp leaves, Misty waves from the window, knowing that the Togepi Paradise will forever be safe.
